Computer Projects of Illinois, Inc. (CPI), a leader in information-sharing software systems for the law enforcement and criminal justice community, in partnership with the New Mexico Department of Public Safety (NMDPS), announced recently that they have successfully delivered a new Law Enforcement Telecommunications System that quickly and reliably provides law enforcement officers across the state with access to critical criminal justice information.
The new system integrates CPI’s OpenFox Product Suite, including the Message Switching Information Broker, Hotfiles, Archive & Retrieval and the Desktop/Messenger client software, within a service-oriented architecture, leveraging national standards such as Web Services, Global Justice XML Data Model and the National Information Exchange Model.
The solution’s design and implementation was based upon a transition methodology incorporating the OpenFox Message Switching system to provide interfaces and data sharing capabilities with national data sources such as the National Crime Information Center (NCIC) and the National Law Enforcement System (Nlets). In addition, the OpenFox System provides access to State data information such as the New Mexico Motor Vehicle Department (MVD) as well as the New Mexico Criminal Justice Information System (CJIS) including Criminal History from which NIEM-compliant rap-sheets are created, Concealed & Carry Weapons (CCW) and Department of Corrections data with images. The OpenFox Hotfiles System was also implemented providing additional data sources, including Vehicles (Stolen, Felony), Gun (Stolen, Lost, Recovered), Gangs, License Plates, Missing, Wanted and In-State Wanted. The existing message switch provides interfaces for the regional systems and the end-user client software. The regional systems including Computer Aided Dispatch (CAD), Record Management Systems (RMS) and Mobile Data Terminal Systems (MDTs), as well as the end-user client software will gradually be moved from the existing system to the OpenFox Message Switch and Messenger client software over a period of time.
"New Mexico deployed its new message switch with only an hour downtime, and given the enormity of that implementation, it went very smoothly. CPI was hands-on during the cut-over and worked with us to resolve issues quickly and to our satisfaction,” said Stephen Tapke, Deputy Chief Information Officer, New Mexico Department of Public Safety Information Technology Division. “We felt they were a part of our implementation team and had a ‘can do’ attitude throughout. You can't ask for more than that."
The OpenFox Message Switching Information Broker is now installed and operational in 26 states and six federal agencies as the enterprise message processing system. For New Mexico, the solution was implemented utilizing the IBM Blade Center with a mixture of Unix (AIX) Blades and a Windows Blade. The Blade Center currently has five Blades and can be expanded to 14. The Blade Center also supports a large IBM SAN to store the data required for the archive, and integrates with a backup strategy provided by NMDPS.
