Homeless man forced by Honolulu police officer to lick urinal sues

A homeless man has sued the Honolulu Police Department after he was forced to lick a urinal in 2018.

Officer John Rabago pleaded guilty in December to conspiring to violate Samuel Ingall’s civil rights while another officer, Reginald Ramones, pleaded guilty to not reporting the abuse.

According to Hawaii News Now, Ramones has left the police force while Rabago has been relieved of his police duties.

The civil lawsuit alleges that Rabago threatened to arrest him if he didn’t lick a urinal.

Ingall is currently in a rehab facility, Breiner said.

According to Rabago’s attorney, he claims the officer made a mistake and he has accepted that mistake by pleading guilty to the act.

An internal affairs investigation confirmed the incident and referred the case to the U.S. Attorney’s office, leading to the guilty pleas.
