The NYPD “Stop and Frisk” Program was at the center of the Presidential Debate Monday night.
Donald Trump credited the decline in New York City Homicides to the program while Hillary Clinton said it was “unconstitutional” and should not be implemented.

The claims come amidst a report today showing that murder rate has risen 10.8%, the highest in almost 50 years.
