A total of four police officers were injured after two Philadelphia police vehicles collided on Friday morning.

A Philadelphia judge has ruled the city can't immediately release the names of police officers involved in shootings.

The issue boiled down to whether being required to check your phone is considered an "on call" status. 

The commissioner and criminologists said the decrease was likely driven by a variety of factors, such as increased use of technology in fighting crime, continuing successful deployment and patrol strategies.

It began around 1:30 a.m. Friday along the 100 block of east Roosevelt Boulevard in Feltonville.

Philadelphia Police Commissioner Richard Ross said the teens, who could be between 15 and 18 years old, began firing at each other.

Officer Douglas Bamberger, 41, was a married father of two children and a 16-year-veteran of the force.
