Police Say Victim Killed by Md. Off-Duty Officer was his Girlfriend

Baltimore, Md. -- A standoff that shut down blocks of West Baltimore for hours Tuesday began when off-duty Baltimore police officer James Smith fatally shot his girlfriend, department officials said.

Police identified the victim Wednesday as Kendra D. Diggs, 37. She was shot outside her home as Western District officers arrived on the scene for a report of a domestic assault involving the pair.
