This article is part 2 in a multi-part series detailing innovative data sets available via Nlets, The International Justice and Public Safety Network. Discussed here: International Fuel Tax Association Transaction.

About IFTA
The International Fuel Tax Agreement (IFTA) is a tax collection agreement by and among the 48 contiguous states and the 10 Canadian Provinces bordering the U.S. Taxes collected through IFTA are motor fuel use taxes imposed by each jurisdiction on the consumption of motor fuel in qualified motor vehicles operated in more than one member jurisdiction.

The purpose of the Nlets IFTA transaction is to identify companies severely delinquent in paying their fuel taxes. This resource enables access to real-time data for criminal justice purposes to Nlets members responsible for roadside enforcement of fuel tax laws.

Lonette Turner, Executive Director of IFTA explains, "When an IFTA licensee is operating with a revoked IFTA license, it means that the carrier is not filing tax returns or paying the amount of motor fuel use tax due to the member jurisdictions. Law enforcement efforts to stop non-compliant carriers from operating on the highways assist our member jurisdictions in collecting delinquent taxes. The IFTA member jurisdictions and IFTA, Inc. very much appreciate Nlets and our law enforcement partners, and the work they do on our behalf."

The Nlets Transaction
The "FQC" inquiry will search the IFTA database and return an "FRC" message with exact matches based upon the Federal Identification Number (FEI).

The FQC requires the following information:

  • Valid, 9-character, sending ORI;
  • 2-character destination ORI (FT); and
  • FEI.

The response (FRC) will include:

  • IFTA number;
  • Organization name;
  • Jurisdiction;
  • Contact number; and
  • Status.

Nlets supports this transaction in legacy text, as well as in XML. Participating states include Iowa, Maryland, Minnesota, West Virginia and Wisconsin.

Requests from local agencies interested in using the IFTA message key must be reviewed by the Nlets state representative. Please direct all requests and questions to
